The former Prefecture is located near the city center, in front of the Muradie mosque. It is a monument of cultural heritage in Vlora, of the type "Architecture", approved in November 2006.

The building of the former prefecture of Vlora was built about 93 years ago. According to specialists, this building stands out for its prominent architectural and construction values. The architecture of the former Prefecture building is representative of eclectic and neoclassical architecture. 

The buildings of this period with similar architectural elements in the city of Vlora are the buildings of the municipality and the War Museum. The construction technique of this building in relation to previous constructions, there was not only a qualitative increase, in terms of technology, but also an enrichment of constructive structures. Characteristic of this period is the external plastering of the building, the use of anti-seismic belts, the use of Marseille tiles, the use of completely brick masonry, both for retaining walls and for partition walls. The roof is of wooden construction, covered with Marseille tiles. Until 1944, the building served as a local administration, and after the 50s as a collective housing.

The prefecture of Vlora was headed by Osman Haxhiu, born in 1885 from the Armenians of Vlora. He took his first lessons in the meytepe of the city of Vlora and then studied in Istanbul at "Robert Kollege". This building represents an architectural jewel, in the main square of historic Vlora.
